GUINEA/FRANCE BBC Monitoring: 'France 24' prohibited in Guinea, WeAF. At least yesterday the satellite distribution of 'Canal+ Afrique' repor- tedly still carried 'France 24'. Which of course does not say much - removing access for decoders of custo- mers in Guinea should be as easy as taking it off the IP platform they now present as their primary means of distribution - yes, in West Africa. And again of course it would be interesting to hear what's going on in practice and how difficult it has become to use the own France 24 distri- bution in Guinea now. Apart from those who are really determined to watch it - like I just did with certain material that has an italic 1 as corner logo ... In other news: (via Kai Ludwig-D, via wwdxc BC-DX TopNews Sept 25) Not that far-fetched ... The only satellite mention in the article concerns 'France24' carriage via Canal Plus, which is a subscription TV bouquet package subject to govern- mental regulation. "The Canal+ package distributor must cut the signal im- mediately," the government said. Canal Plus subscribers get an addressable decoder box. I can't tell if the service is delivered to customers via the internet or from individual satellite dishes. I suspect it's the former. There is one Ku-band satellite receivable in Guinea (SES-5) that offers 'France 24' free to air: The statement doesn't suggest that the government will attempt to block that signal. I don't know the effectiveness of any internet blocking that may be impos- ed by the Guinean government. The article below provides a little more info and background and mentions the regulatory framework that affects international broadcasters. The signal on 6165 kHz was difficult to hear because of strong co-channel interference from CNR6. The program was the same as yesterday. First, a radio documentary titled "Shortwave Radio, Northward, Northward", produced by the Broadcasting Club of Toyama Prefectural Takaoka High School, was broadcast. The production won first prize nationwide in the Radio Documentary category of the 73rd NHK Cup National High School Broadcasting Contest. It is a radio documentary that also incorporates recordings from the time when the broadcasts originally began. The program can be heard on the NHK website: This is 'Shio no Kaze'. Through this broadcast I am making an appeal to all the abductee victims of North Korea in Tokyo and to all those who have crossed into North Korea for various reasons and can no longer return. This programme is broadcast every day from 11:30 to 12:00 by the Specific Missing Persons Problem Investigation Committee, a private organisation in Japan, with the support of many people, on shortwave frequency 5895 MHz. This is the director of the Specific Missing Persons Problem Investigation Committee who produces and broadcasts the shortwave radio 'Shio no Kaze', Mr. Takuji Murao. ... The voices of this family were broadcast on short- wave radio to North Korea. Even in the internet age, why shortwave radio ? In North Korea, where the internet cannot be used freely, people still listen to overseas information on radio. NHK and 'Shio no Kaze' are the only ones given a frequency by Japan to broadcast from Japan to the world. Only shortwave radio that can be received at long distance can broadcast to North Korea. There is no other way for Japan to send waves overseas. Regarding reception conditions in North Korea: It is said that about three million radios are in use in North Korea. Basically, they all tune in together to hear what Kim Jong-un says and what not. That is the radio for that purpose. Many people use just one radio for the whole group. In North Korea, to prevent the flow of information, radio frequencies are strictly fixed. People risk their lives to modify these fixed frequencies and listen to foreign broadcasts as a source of hope. However, since 2006, North Korea has begun to jam radio broadcasts. This is actually very happy news. If there were no abductee victims, there would be no need to jam. As the first step of our own activities, we made an appeal on the short- wave radio 'Shio no Kaze' in June 2026. To the Japanese citizens in North Korea and to all those with ties to Japan, this is the broadcasting club of Takaoka High School in Toyama Prefecture. We young people are certainly aware of your presence. Your hometown is still here. Until the day you step on Japanese soil, we will never forget and will continue to call out. From the broadcasting room of a high school in ToyamaPrefecture, we are sending our prayers and wait- ing. Vielleicht von Interesse. 73 de Joe LX7JOE (Joe Leyder-LUX, Sept 22) Uebersetzung nun anbei ... FEBC (Far East Broadcasting Company) is reported to be planning the clo- sure of its historic Philippine shortwave facilities at Bocaue and Iba in March 2027. The decision is attributed to the high cost of operating powerful short- wave transmitters and the growing importance of digital platforms, apps and podcasts. FEBC's Philippine broadcasting history dates back to 1945-48, with the first major shortwave expansion beginning after World War II. Bocaue became the principal site, with Iba later added. The modernised Bocaue facility eventually served more than 40 Asian languages. The report stresses that the information about the March 2027 closure comes from an internal technical notice rather than an official public announcement, and that the future of the programmes themselves has not yet been officially stated. Broadcasts in AM / USB_mode. I have monitored the frequency many times since 2025, via various remotes, but believe I was often making a significant mistake. I think my problem with reception in the past was I was inadvertently listening in LSB_mode, with no results. In fact today, that is what happened. But today I did hear an extremely weak signal in LSB_mode, so weak it was just an UNID station. Later I happened to switch to SAM reception and had good reception and found USB:mode to be equally good. I had forgotten that in my 2025 log, I indicated USB_mode reception. An embarrassing error ! Al-Eisir Launches Resumption of Khartoum International Channel Broadcasts Khartoum, (_S_U_N_A_) Minister of Culture, Information, Antiquities and Tourism Khalid Al-Eisir on Sunday launched the resumption of broadcasts by Khartoum International Channel at its headquarters in Omdurman, in the presence of ministry officials, media and security officials, and repre- sentatives of local and foreign television channels. Al-Eisir described the reopening and resumption of satellite broadcasts as a historic moment, highlighting the channel's role in shaping public opi- nion and noting its large audience base. He commended the Armed Forces, police, General Intelligence Service, supporting forces and ministry staff for their roles during the war, which he said was intended to erase Sudan's national memory and identity. He stressed that the return of life to Khartoum, despite limited resources, reflects the resilience of the Sudanese people and their deep-rooted history. He also announced plans to rehabilitate the ministry's institu- tions across its four sectors and said the next phase would focus on building constructive partnerships with journalists and reopening additio- nal institutions. Chairman of the channel's Board of Directors Ibrahim Al-Bazai described the resumption as a reaffirmation of Sudanese cultural identity, announc- ing plans to expand the channel horizontally and vertically through the launch of a cultural channel. He also affirmed the channel's readiness to provide terrestrial broadcasting services for state-owned satellite chan- nels and help strengthen radio broadcasting. For his part, Director-General of the channel Dr.Badr-Eddin Mahmoud thank- ed all parties that contributed to the channel's return, particularly the Board of Directors and staff who continued working after the liberation of Khartoum until broadcasts were gradually restored. This has been known since the end of last year. It could be possible from July 1st. However, the public broadcaster anticipates reactivating the first FM transmit- ters only "during the third quarter of 2026." ... SRG wants to wait and see how the reactivation of the FM transmitters is received by listeners. The expansion phases no longer correspond to the current planning status, the SRG told SonntagsBlick. The umbrella organi- zation of public broadcasters in Switzerland declined to comment on the current plans. However, the SRG will return to FM with its programs "as soon as possible." Several issues still need to be clarified, such as the granting of a new broadcasting license. There are also contractual and technical aspects to consider. (translated) (translated) Bakom grants SRG an FM Broadcasting License. SRG can return to FM with its radio programs. The Federal Office of Com- munications (Bakom) granted the Swiss broadcaster the corresponding broadcasting license on September 18. Following the phase-out at the turn of 2024/25, SRG plans to once again provide widespread coverage across Switzerland via the analog FM band, offering three programs in each language region. The FM transmitters are scheduled to resume operations in the fall. The phase-out of FM had led to significant losses in listeners in some cases. The parliamentary decision of December 9, 2025, laid the groundwork for the continuation of FM broadcasting and mandated BAKOM to reissue the FM broadcasting licenses. The new FM broadcasting licenses are valid through December 31, 2034. Reception was poor here at 06:00 and after 09:00, with only about S-5 on my meter with moderate fading. Here is his reply: "The WLC Radio broadcast is still not up and running 100 %. Allan Wiener is currently broadcasting with a backup transmitter, reduced power, and an Ampegon antenna pointed at 245 degrees. It's wonderful to hear that you were still able to pick up the signal, even if it was less than optimal. Thank you for letting me know about the e-QSL service bug. We'll resolve this as quickly as we are able." The 50 kW txs at WBCQ are probably permanently routed to existing antennas (rhombic horizontals?) so maybe they have hooked up another small tx to the Ampegon instead. Obviously the 500 kW unit needs some work to be done on it before it is operational. Alan Holder, G4ZBH, Isle of Wight, U.K". at 16.56 on Sept 14 " Re: 9330 kHz is back, WBCQ WLCR ? Sorry for being late to the party but I wanted to report an update on the good reception (and recording) of 9330 kHz using the Uni Enschede-Twente remote Kiwi_SDR receiver on 13 September from about 23:13 UT for about an hour and five minutes, when I ended my recording. A WLC program was in progress with a full and long ID starting at about 23:48 UT explicitly mentioning SW transmission and plugging its website. Another ID by WLC specifically mentioned WBCQ just before 24:00 UT. At 24:00 UT another full WBCQ ID: "... from the land of freedom, this is WBCQ..."
