(Klaus DL5RFK. SPAMMY PANI Transmitter is Going Live ! Date: Tue, 24 Sep 2013 - From: TWR President, Lauren Libby. I'm thrilled to announce an exciting breakthrough for the gospel in one of the most spiritually unreached areas of our world ! Because of friends like you who share our mission, TWR just completed the construction of a powerful new AM transmitter that will broadcast to a potential listening audience of more than 200million people. Many of these are living in places where there are no churches ... no Christians ... and no missionaries allowed. This is the PANI project. And while "PANI" is an acronym for the broadcast area of Pakistan, Afghanistan, and northern India, it is also the Hindi word for "water". Through PANI, together we will bring the living water of the gospel to one of the most spiritually dark, hard-to-reach areas of our world. Please click here to watch a brief video about our anticipated launch date of PANI, and how you can help us provide programming that will be aired across the PANI region over the next year. Together, we can bring Jesus Christ, the Living Pani, to many who might otherwise never hear of Him! Sincerely in Christ, Lauren Libby, TWR President Video: URL broken, not available anymore... In many parts of Pakistan, Afghanistan, and northern India (PANI), the people have never seen a church or met a Christian. And especially in Pakistan and Afghanistan,Christianity has become synony- mous in the people's minds withAmerica's political agenda. Although deeply religious and earnest seekers after God, the people in this region have no understanding at all of who Jesus Christ is and what it means to follow Him. But millions of people in this region, particularly in rural areas, already naturally turn to their radios for news, instruction, and entertainment. It is a simple, non-threatening way to introduce people to a biblical worldview and to the Prince of Peace. And radio waves can reach into whole villages where human missionaries would be not only unwelcome, but actual- ly in danger. Although TWR (Trans World Radio) has been broadcasting in the region on shortwave radio for some time now, PANI's new AM transmitter will expand our impact dramatically with 500,000 watts of power—10 times the wattage of the most powerful AM transmitters permitted in the United States. With the new transmitter,TWR will also expand the time we can spend broad- casting the Good News in the region's six key languages: Punjabi, Pashto, Sindhi, Urdu, Farsi, and Dari. The PANI project has been in motion since 2011, and thanks to the generous support of many caring friends like you, it's time to begin broadcasting. But we need your help to "go LIVE" with the gospel! Will you help us raise the $200,000 needed to fund programming across the PANI region over the next year, giving more than 200 million people the opportunity to hear and respond to the gospel ? For most of PANI's listen- ing area, these broadcasts could be the only opportunity countless men, women, and children ever have to hear the message of salvation and new life. So please, give today. (Mauno Ritola-FIN on WRTH F_Book page, 31 Aug) Oct 23 - "On the 20th [Oct 2026], the Japanese broadcast of 'Voice of Mongolia' headlined its news program and reported,'Shortwave broadcasts of the Voice of Mongolia have been suspended since August 17, 2026, due to technical issues'. Stories from executives of the broadcasting station's technical department were also introduced, but it appears that it will take consi- derable time before resumption. Details of the coverage can be heard in the following audio file. The station's website is as follows: " (Ron Howard-Asilomar State Beach-Monterey-CA-USA, wor Oct 23) re: Mongolia - SW broadcasting has been suspended since August 17, 2026 Speaker 1: Mongolianbukhooradio, Yerchuan. This is the Voice of Mongolia. This Japanese station broadcasts twice daily. The first program runs for 30 minutes on frequency 12085 kHz from 7:30 PM to 8:00 PM {10.30-11.00 UT}, and the second program runs for 30 minutes on frequency 12015 kHz from 10:00 PM to 10:30 PM {13.00- 13.30 UT}. Good afternoon, dear listeners, how are you? This is Otogerel. Today is Tuesday, October 20th, and the weather in Ulaanbaatar is sunny with a low of -14 degrees Celsius and a high of 0 degrees Celsius temperature. A northeast wind was blowing at 7 meters per second, and the humidity was 36%. We'll start today with the news, followed by a report on the Dolignarus ruins. Enjoy the music between programs. Now for the news. Here are the main points: Shortwave radio broadcasting is currently suspended due to technical pro- blems. The official inauguration ceremony for the first term of the Mon- golian-Japanese language partners took place. These are the key points: Mongolia's state radio and television broad- caster, "Voice of Mongolia," was founded in 1964. To introduce Mongolia to the world, it produced radio programs in foreign languages and broad- cast them daily via shortwave and the internet. However, shortwave broadcasting has been suspended since August 17, 2026, due to technical problems. We spoke with Prevnyam, the director of the state radio and television network, about when shortwave broadcasting will resume. Director Prevnyam explained that the Khonkhoro radio station in Ulaanbaatar has a high-power transmitter. This transmitter was used to broadcast Mongolian radio programs in four languages across East Asia. It has been in operation since 1984. These high-power transmitters use vacuum tubes, which, however, have become damaged and unusable, leading to a malfunction of the transmitter. As a result, the station has been out of service since August 17 of this year. Since the shortwave trans- missions ceased, we have informed the relevant central authority, the Ministry of Digital Development, Innovation and Communications. We have already submitted three to four requests and are currently awaiting a response. Our primary request is for the immediate allocation of funds for the purchase of vacuum tubes. The investigations and preparations for the urgent procurement of vacuum tubes from the Russian Federation are complete, and we are ready to place an order. However, due to budget constraints, the ordering and procurement proce- dures have been temporarily suspended. The typical lifespan of vacuum tubes in high-power transmitters is 6,000 to 7,000 hours. However, the current vacuum tubes have already accumulated more than 45,000 operating hours, exceeding their expected lifespan by six to seven times. Regarding the transmitter, we are continuing to carry out repairs and inspections of the feed lines, tower equipment, and the transmitter equipment itself. The current problem, however, stems from the failure of the vacuum tubes, which are key components for power generation and transmission. We have therefore included a plan to modernize these high-power transmitters by 2027 in the National Disaster Management Council's work plan. All techni- cal and economic feasibility studies, as well as the budget calculations, have been completed, and we are currently awaiting approval. Given the ap- proaching end of the year, we anticipate that budget issues and other fac- tors could influence the response from both sides. As previously mentioned, since the shortwave transmission ceased on the 17th of this month {August 2026}, we have sent three to four written inquiries to the relevant orga- nizations and are currently awaiting a response. The state-owned radio communications company (Societatea Nationala de Radiocomunicatii – SNR / RADIOCOM) discovered a cybersecurity incident on Monday that affected its internal network. Measures were taken immedia- tely, and the National Cybersecurity Directorate (DNSC) was notified; the latter dispatched a team to the site, reports News.ro. RADIOCOM is a leading broadcasting provider in the Romanian market and a major supplier of electronic communication services. The company is owned by the Romanian state. The state-owned radiocommunications company SNR is investigating a cyber- security incident that was detected today, October 19, 2026, at 06:30 LT. Initial findings suggest it is a ransomware attack.Company representatives stated on Monday that the incident was reported via the national platform for cybersecurity incident reporting(PNRISC), and a team from the National Cybersecurity Directorate (DNSC) is currently on-site at the company’s headquarters to conduct an investigation. They indicated that immediate measures have been taken to contain the in- cident. "Based on the reviews conducted so far, the impact appears to be concen- trated within the company's internal network. As a precautionary measure, the email service has been suspended while the investigation is underway". "The services offered to our customers continue to function, and so far, we have seen no signs that they have been compromised. We are constantly monitoring the situation", added the officials at Radiocom. They stated that they are currently assessing which data may have been af- fected and will notify the individuals and institutions concerned in ac- cordance with legal requirements. "SNR will inform the relevant authorities, including DIICOT", the company explained. The National Cybersecurity Directorate (DNSC) also announces that it has been notified —via the National Platform for Reporting Cybersecurity Inci- dents (PNRISC) — of a cybersecurity incident detected on October 19, 2026, at the National Radiocommunications Company SA (SNR). "According to initial assessments, the services provided to customers re- main operational; there are no signs that they have been compromised. A DNSC team is currently on-site at the company's headquarters to investi- gate the incident and evaluate its impact", the DNSC stated. * The attack on ANCPI over the summer brought the real estate market to a standstill for a month. * In mid-July, the infrastructure of the National Agency for Cadastre and Land Registration (ANCPI) was crippled by a cyberattack, bringing the Romanian real estate market to a near-standstill for nearly a month. By July 14, all of the ANCPI’s IT systems had ceased to function. The in- stitution’s email accounts, as well as "e-Terra"—the application used for cadastre and land registry records—were also rendered inaccessible. A report on the incident by the DNSC (National Cybersecurity Directorate) reveals that the attackers exploited a vulnerability in the OpenAM au- thentication system—a flaw that had been known since 2021. An investigation by *HotNews* found that the attack on the ANCPI was fore- seeable, given that thousands of passwords belonging to notaries, lawyers, engineers, and public officials were exposed online. Just last week, a cyberattack on the central depository of the Bucharest Stock Exchange was announced. The incident resulted in the exposure of a significant amount of data, ranging from shareholders' personal identifi- cation numbers (CNP) to their IBANs (bank account details). The facility is located east of Gvardeysk (German: Tapiau) village. OTHR_Gwardejsk_Tapiau_RUS_Kaliningrad 54 38 47.83 N 21 04 17.85 E G.E. map falsified, image suppressed from Oct 2022 image onwards. This is reported by the "FAZ" German newspaper, citing an ana- lysis of satellite imagery. The images show three rows of antenna masts arranged in a star-like pat- tern. They evidently belong to an over-the-horizon radar system. Such systems operate using radio waves that are reflected off the upper atmo- sphere, allowing them to detect objects well beyond the normal line of sight. New radar near Gvardeysk has a long reach into Europe. According to the report, ranges of 900 to 3,000 kilometers are possible. This would bring not only Poland and Germany, but also France and Great Britain, within its detection range. The new facility is being built on a fenced-off site near Gvardeysk, in the heart of the Russian exclave. The antenna arms are approximately 500 meters long each. A radar of this size could detect aircraft, cruise missiles, ballistic missiles, and warships. The British newspaper 'The Times' writes that the system could "easily cover Great Britain and the rest of Europe's northern and western peri- phery." Kaliningrad is becoming increasingly important to Moscow from a mili- tary perspective. For years, Kaliningrad has been considered one of the most sensitive points along NATO's eastern flank. Located in or near the former German city of Koenigsberg are: - the headquarters of the Russian Baltic Fleet - numerous air defense systems - missile units, including nuclear-capable Iskander systems From this position,Russia could, in a contingency, block the Suwalki Gap — a narrow strip of land between Poland and Lithuania that connects the Baltic NATO states to the rest of the alliance. Electronic warfare facilities in Kaliningrad. According to the "FAZ," there are already more than 20 facilities for sig- nals intelligence and electronic warfare in Kaliningrad. Furthermore, a large circular antenna array can be seen near Chernyakhovsk. Such systems are capable of: - Intercepting satellite communications - Tracking aerial movements - Detecting missile launches - Jamming radio signals For years, Russian transmitters in the region have also been interfering with GPSsignals. Lithuanian authorities estimate that Russia has installed at least 36 antennas there for the purpose of "spoofing" — a process that falsifies navigation data. This creates difficulties for maritime traffic and civil aviation in northeastern Europe. Satellite imagery reveals additional military installations in the Baltic Sea region. The images show further developments. In Chkalovsk, hardened shelters for combat aircraft have been constructed, designed to better protect the planes against drone attacks. In Baltiysk, an S-400 battery — with its launch ramps raised—appeared to be in an operational state. Kaliningrad is strategically important to Russia, not least due to its location on the Baltic Sea; a portion of Russia's oil exports is trans- ported via these waters. Much of Russia's maritime traffic can now be tracked using radar satellites — even when vessels switch off their transponders. This military buildup is not limited to Kaliningrad. In Karelia, along the border with Finland, new barracks, storage facilities, and training grounds are being established. Construction is also underway in the Leningrad Military District. Furthermore, satellite analysis suggests that a large ammunition complex is being developed at a former Soviet base near Slutsk, in Belarus. Russia is constructing a massive radar facility near Gvardeysk in the Kaliningrad Oblast. Previously unpublished satellite imagery from the Finnish company Iceye reveals three antenna arrays, each exceeding 500 meters in length. These arrays converge in a star-like pattern, and the site is enclosed by a double perimeter fence. Together with other components, these antennas form an over-the-horizon (OTH) radar system capable of detecting aircraft and missiles at a range of approximately 900 to 3,000 kilometers — a cove- rage area that includes countries such as Germany, France, and the United Kingdom. Kaliningrad plays a critically important military role for Russia; from this location, it can threaten the land connection between Poland and the Baltic states (the Suwalki Gap). Furthermore, the region hosts missile and air defense systems and serves as the base for the Baltic Fleet. According to Iceye, Kaliningrad's significance to Russia is also growing as a hub for sensor technology and electronic warfare — specifically in the areas of reconnaissance and the jamming of electronic signals. Accordingly, there are more than 20 such locations in the Kaliningrad region. Additional sites are being added, such as an over-the-horizon (OTH) radar currently under construction and a large, circular antenna array near Chernyakhovsk: https://yandex.com/maps/-/CXR7iPP1 RUS_Chernyakhovsk_ 54 33 38 73 N 21 49 35.40 E southerly airforce strip "Together, they provide Russia with a multitude of capabilities for moni- toring activities throughout the entire region — ranging from the inter- ception of satellite communications to the detection of aircraft movements and ballistic missiles", states a previously unpublished report by Iceye on security policy developments in the BalticSea region, excerpts of which have been made available to the F.A.Z. As of November 2, 2026, there will be only two journalists per editorial team, down from the current five. As of the October 25 French - language RSI listener Mailbag show, however, no one knew who would be keeping their job. The programming is also set to change, but here again, the journa- lists do not know what the new shows will contain. It should also be noted (see email below) that terrestrial radio broadcasting will be discontinued (RSI in French language). Starting November 1, Slovak Television and Radio (STVR) will modify the operations of Radio Slovakia International (RSI). The organization intends to place greater emphasis on digital platforms, streamline editorial ope- rations, and reduce signal broadcasting costs. These changes are expected to result in annual savings of half a million Euros in public funds, according to Ivana Zecevic, head of public relations at STVR. From 2027 onwards, STVR plans to gradually phase out its partnerships with foreign broadcasters; the final contract is set to expire in May 2027. RSI will continue to broadcast via the Astra 3C satellite (Skylink), shared FM stations, the T-DAB+ network, online streaming, and podcast platforms. The digital platform "Audio STVR" will also play an increasingly signifi- cant role. "We anticipate that the optimization of processes and the changes at RSI will lead to annual savings of half a million euros in pub- lic funds. This will allow us to utilize public resources more effectively while simultaneously developing Radio Slovakia International within the digital landscape," stated Martina Flasikova, Director General of STVR. According to Flasikova, the objective is to preserve the broadcaster's lin- guistic diversity and international focus, as well as to maintain a con- nection with Slovaks living abroad. RSI will continue its broadcasts in six languages: English, French, German, Russian, Slovak, and Spanish. Each language-specific editorial team will produce a daily 30minute programming block featuring current news, supplemented by in-depth feature reports and music. The programming lineup will combine daily and weekly formats, with weekend shows remaining part of the schedule. A new development will be a collabo- ration with Radio Regina, which will facilitate the creation of content specifically tailored for Slovaks living abroad.Furthermore, collaboration with the STVR Information Section will be expanded, with that section also providing news content to RSI. These changes will also affect the organization of the newsroom and work processes. STVR justifies these adjustments by citing technological deve- lopments and the changing habits of listeners. WWCR has been registering this and another ex-Caribbean Beacon, Anguilla frequency, 11775 kHz for years and years in HFCC, as imaginary / alternatives and are still in HFCC B26 request database. Own program sked shows it replaces 5890 kHz on WWCR-4, which has a very limited sked of 00-04 UT Tue-Sat only, including the detestable dead gospel huxter Tony Alamo during the final hour. This also means no more leapfrog mixing products with 5935 kHz landing on 5980 kHz. Instead, if that still happen, would land on 6245 kHz or maybe 5780 kHz - keep an ear on those. During the rest of DST until Nov 1, 6090 kHz is *available* at 23-12 UT, then 00-13 UT. And the day frequency in between if ever needed is again 9980 kHz which has been off the air for years; rather than 11775 kHz. (Glenn Hauser-OK-USA, hcdx & wor Oct 26-27) 6090 kHz on Oct 27 at 23.57 UT, I'm standing by for WWCR-4 new frequency to come up, on ATS-909 direct. About 23.58.4 UT cuts on for one word and off again. 23.59 UT two more attempts, and finally cuts on and stays dur- ing some gospel huxter, with ID over him. Some dead air and at 00.00 UT Oct 28 s/on and into presumed 'A Call to Decision' program as sked. Then on Maryland remote I check for leapfrog mixing products like 5935 kHz used to produce with abandoned 5890 kHz, a bonus onto 5980 kHz: nothing heard on 6245 kHz, but a JBA carrier on 5780 kHz, could be something else. Into there, fundamentals 6090 kHz and 5935 kHz are both S=9/+20dB. See my dis- cussion of this in previous report. (Glenn Hauser-OK-USA, hcdx & wor Oct 27-28) USA Notice of Violation by FCC - USA : WTWW FCC has cited WTWW for two violations, namely concerning broadcast schedule and signal bandwidth. (chirp via groups.io / wor, Oct 26) USA Scott Becker-MI-USA, ex-WBCQ. Via Chat_GPT_item Scott Becker was once a business partner (?) with Allan Weiner (gh) "Scott Becker was indeed a business partner of Allan Weiner in offshore radio projects. This is confirmed by contemporary radio-industry reports". The clearest evidence concerns the planned offshore broadcasting ship MV Electra in the 1990s. - Scott Becker and Allan Weiner jointly pursued the project. A 17 August 1996 Billboard article describes the two radio-piracy veterans working to- gether to launch a broadcasting ship. It discusses their plans for off- shore shortwave broadcasting and their efforts to obtain the necessary authorizations. - The partnership is explicitly documented. A February 1998 report in the NASWA Journal calls it the "Allan Weiner-Scott Becker radio ship project." - Their relationship went back further. A July 1996 Radio World report describes Becker as a former radio and television pirate who had been friends with Weiner for years. It also reports that they had parted ways following the earlier MV Fury episode. What exactly was their business relationship ? The strongest detailed source is the historical article "Ambitious, but failed: The MV Electra", which reproduces contemporary reporting and up- dates from the NASWA Pirate Radio Report. MV Electra — 1996-1998. Becker headed the project under the company name Lightwave Mission Broad- casting. Weiner was responsible for fitting out the vessel and installing its radio transmitters. The ship was intended to broadcast shortwave pro- grammes from offshore locations. MV Fury — 1993-1994. Their earlier involvement in this radio-ship venture ended after the FCC raid in January 1994. The contemporary Radio World report says Becker and Weiner had parted ways after the incident. WBCQ — 2000s and later. Becker apparently maintained some involvement with Weiner's licensedshort- wave station, WBCQ, after the Electra project. A 2005 magazine article identifies him as "WBCQ's Dr. Scott Becker, KB5MDH," and reports that he and Weiner joined the production team of This Week in Amateur Radio Inter- national as news anchor and segment producers. Amateur radio and technical interests. Becker held the US amateur-radio callsign KB5MDH. A technical website, Frank's Electron Tube Data Sheets, also lists Dr. Scott Becker as one of its mirror hosts. This suggests an interest in radio technology beyond broadcasting, although it does not establish a separate commercial radio business. What happened after that? A particularly useful clue comes from Glenn Hauser's World of Radio moni- toring reports: - 2016: Hauser reported hearing Becker calling into Weiner's WBCQ program- me from Kiowa, Kansas, inviting business for WBCQ. He also mentioned some- one involved in putting KPAK 97.5 FM in Alva, Oklahoma, on the air. This documents continued radio-related activity, though it does not prove Becker owned or operated KPAK. - 2022-2023: Hauser described Becker as a former Weiner partner who had become largely absent from WBCQ's public presence. He also reported that Becker had owned a restaurant in Kiowa.
