Celio Romais, from Brazil, informs me via email of the following: "On January 29, 2024, Uender Marques noticed, in Unai, Minas, that the three shortwave frequencies of the Super Rede Boa Vontade de Radios, in Porto Alegre, RGS, were out. He immediately got in touch, via WhatsApp, with the station's Technician, Geison Guedes. The technician informed that the station is in the process of migrating to FM. Therefore, he asked the Government to remove the frequencies of 6160, 9550, and 11895 kHz from the air. And so, it was done ! Therefore, it is yet another broadcaster, that abandons short waves!" Bauta 11950 kHz pulled the plug at 0100 UT, then probably moved to 11760 kHz for RHC Spanish (with better audio than the other 11760 / 15140 kHz squealer). 15140 and 15230 kHz are inaudible, and 9650 kHz is very weak and fluttery with RHC SPA. After 0100 UT, Quivican 6000 kHz is carrying RHC English as scheduled. Earlier, Bauta 14375 kHz HM01 was on for its 2200 UT session, finished audio at 2302ish, but kept the carrier on until 2348 UT, then switched over to 11950 kHz. (David E. MYANMAR 5915.even Myanmar Radio on Jan 15, returned to its normal fre- quency (briefly on ex 5919.0 kHz); heard at 1252 UT; mixing badly with CRI on frequency co-ch. Eventually, if Myanmar had stayed on 5919 kHz, there would have been a serious problem when the Voice of Freedom (clandestine) returned to their often used alternate frequency of 5920 kHz (currently on 6045 kHz, with pulsating noise jamming and super jamming white noise from North Korea), which would have blocked any chance of 5919 kHz reception! Feb 3 - Yes, today at 1106 UT, heard extremely poor reception of Myanmar Radio on 5919.0 kHz, being blocked by the strong NorthKorean jamming (both super noise jamming and rapid pulsating jamming!) of Voice of Freedom (clandestine), on 5920kHz, which when I heard them yesterday, there was no jamming at all. Here is your reminder that BBC Radio 4 longwave will be shutting down March 2024. (Kevin Redding, Crump-TN-USA, ABDX; via wor Jan 30) I have not seen any leaks so far. As well known it depends on the Teleswitch signal that is used to control power meters, i.e. a third party application. Thus the BBC avoids clear statements on this matter. Of course the number of possible scenarios is limited. There should be hardly other ones than 1/ Transmitters will be turned off, killing Teleswitch no matter what 2/ Silent carrier, like for meanwhile seven years on 162 kHz in France 3/ Transmitters still modulated with the FM feed of Radio 4, with poten- tially awkward communication from the BBC that it is no real service any- more, just accidental presence of programme audio that could cease at any moment. But what appears to be sure is that the mediumwave fill transmitters will definitely be turned off. Which, if I do not overlook something, will eli- minate the possibility to receive MW from North Ireland because all transmitters still operational there from April will be in the synchroni- zed networks of BBC Radio 5 Live and Talksport. (Kai Ludwig-D, wor Jan 31) I don't think a shutdown date for LW 198 kHz sce has been confirmed by the BBC. My latest understanding was that Radio 4 programs unique to 198 kHz LW would be discontinued at the end of March, with a longwave shutoff hap- pening later in the year, or in 2025. Anyone have updated info? I usually listen to BBCWS "The Newsroom" at 0400 UT on LW 198kHz via the UTwente SDR remotedly. (Stephen Luce, Houston-TX-USA, wor Jan 31) The BBC announced their intention to close the longwave transm. at some point in 2012. From 2016 or 2017 there was an agreement with the electri- city industry that they would pay the running costs of the transmitter. The agreement was extended I think three times. From April 2021 the elec- tricity industry has been paying both the running costs and those of maintaining the infrastructure. Elexon (Electricity Industry body) 16th September 2023 meeting: Agenda of meeting "The contract between Elexon and the Energy Networks Association (ENA) to pass the operational costs for the Radio Teleswitch Service (RTS) through the BSC as 'BSC Costs' is due to expire on 31 March 2024. The BSC pass- hrough operational costs are currently circa GBP5 million and there are circa 1 million RTS devices (Radio Teleswitches and Radio Telemeters) in use. Issue 104 considered an extension of the RTS cost recovery arrangements out to 31 March 2024 along with a targeted charging approach. The consi- derations of the Issue Group members were focused on the prompt replace- ment of RTS devices, a replacement schedule that is unlikely to be met. Therefore, Elexon wishes to re-establish an Issue Group to reconsider in- dustry support for passing RTS costs through the BSC from April 2024 on- wards, and confirm how the costs should be apportioned. Given the existing incentives will not have had the desired effect by 31 March 2024, it seems prudent to consider whether targeted charging would be relevant from April 2024 onwards to increase the incentive to replace devices reliant on RTS. The challenges for Suppliers to facilitate the replacement of an RTS sup- ported device with the customer are noted, and wider policy approaches be- yond the BSC will likely factor into any recommendations. Meeting conclusion: The Issue Group recognised that all RTS devices need to be replaced by the end of 2025 as the BBC can no longer guarantee operational and maintenance service beyond this date. Therefore, the Issue 108 group acknowledged that: December 2025 is the ab- solute deadline to replace RTS; Customers with RTS meters should be switched over by Summer 2025 at the latest to ensure the end of 2025 dead- line is reached Seperate Radio 4 longwave programming ceases 31st March 2024. Last time I checked several electricity companies were telling their clients that radio teleswitch meters would cease operating on that date. Mike (Mike Barraclough-UK, wor Febr 1) The BBC doesn't own the 198 transmission facility, so I doubt they would continue to pay for its broadcast use. The TDF 162 solution of keeping a silent carrier on 198 for Teleswitch is more likely, if that data service is still needed. (Stephen Luce, Houston-TX-USA, wor Febr 1) U.K. The BBC doesn't own the LW 198 kHz transmission facility, so I doubt they would continue to pay for its broadcast use. The TDF 162 kHz solution of keeping a silent carrier on 198 kHz for Teleswitch is more likely, if that data service is still needed. (Stephen Luce, Houston-TX-USA, wor Jan 31) Re: [WOR] Reminders: End of BBC Radio 4 LW 198 kHz. The difference here is that Radio France was apparently not involved in the co-use of the 162 kHz signal at all. There may have been formal agree- ments with the former state broadcaster ORTF, but if so they have not been transferred to Radio France with the elimination of ORTF. So keep- ing the time signal on air was entirely a problem of other people. But in this case contracts with the BBC had, if Wikipedia has at least this right, been renegotiated as recently as in 1996, immediately prior to the privatization of its transmitter networks. Thus it appears that they are still the contractual partner. See the excerpts from some original papers: They still refer to the BBC, not Arqiva. The speculation about a continued transmission of programme audio results from the latest (or have they meanwhile changed it again?) wording of the BBC announcement that Radio 4 will "cease to schedule separate programm- ing" on longwave. Which of course does not mean much - those who created these announcements do probably themselves not know too much.
