The Belgian radio industry is calling on the European authorities to make FM and DAB+ radio receivers mandatory in all new vehicles registered in the European Union, , RadioZ, La Craxx and Digitale Radio Vlaanderen stated in a joint press release on Thursday. Faced with the emergence of new-generation vehicles without radio systems, organisations fear that "universal, free and non-discriminatory access to information" will no longer be guaranteed. "By removing the FM/DAB+ receiver, manufacturers are threatening to turn free and direct access into a closed environment, monetised by the tech giants," warn Belgian radio stations, whilst 95% of in-car audio listening is devoted to radio, according to the latest CIM study. Public Broadcasting Commission: Chairman Calls for "Utmost Restraint" Ahead of Monday's Vote. Saturday, April 25, 2026. The chairman of the parliamentary inquiry commission on public broadcast- ing, MP Jeremie Patrier-Letus (Horizons), called upon its members on Saturday to exercise "utmost restraint" ahead of Monday's vote on the report resulting from the commission's work. "I call upon every member of the inquiry commission to show absolute re- spect for the rules and to exercise the utmost restraint between now and the meeting scheduled for Monday (...) which must be allowed to take place in a calm and dignified atmosphere," he wrote in a press release, citing a "duty of discretion" incumbent upon the MPs involved prior to the vote. He took direct aim at the commission's rapporteur, Charles Alloncle (UDR), stating that he regretted his "media interventions" and his participation on Saturday in a public meeting at the National Assembly dedicated to France Televisions. Several measures advocated by Mr. Alloncle were reported in the press on Friday, including the closure of the youth channel France 4 and the radio station Mouv', as well as a merger of France 2 and France 5. In addition to cost-cutting measures—aimed at generating savings of over one billion euros, representing one-quarter of the state funding allocated to public broadcasting—the lawmaker from Eric Ciotti's party proposes re- verting to a system in which the heads of France Televisions and Radio France are appointed by the President of the Republic, following a non- binding opinion from Parliament and a "binding" opinion from Arcom, the regulatory body; this was reported by AFP, citing sources close to the commission. The report and its recommendations are scheduled to be put to a vote by the 30 MPs serving on the inquiry commission on Monday, following more than four months of highly charged proceedings. An affirmative vote is required for the report to be made public one week later. A negative vote is extremely rare; however, the tensions that have marred the proceedings—along with the initial reactions of lawmakers to the written conclusions submitted by Charles Alloncle (which his colleagues reviewed behind closed doors on Thursday and Friday)—make any prediction difficult. When contacted on Friday, Charles Alloncle expressed regret that "leaks [were] being orchestrated by deputies, even though this is strictly pro- hibited." Refusing to either confirm or deny the measures that had been divulged, he deemed it"legitimate to engage in a discussion regarding the optimization" of the FranceTelevisions channels, adding that "these are recommendations, not directives." Signal was better without the QRM from France on 15300 kHz. A definite flutter effect was observed. Once again the programming was a bit of a mix. At first I heard a YL w/a light ballad which went straight into positive Koran recitations. Although the program I heard yesterday was definitely not religious this one was. I was looking for something like this because of a suggestion from Zach Liangas-GRC. The program continued between recitations and what was possibly commentary or translation by OM announcers. Once again I could not be sure of the language but I know that this station has broad- cast Koranic completions in the past so maybe this is what I was hearing. By 1130 UT the audio was getting noticeably weaker and local QRM was pick- ing up so I pulled the plug. Receiving this station here is extremely rare so I'll continue to check to try and pull out a positive ID. Bamako tx#2 of CRI African relay site in Mali, during local main power cuttings. Fighting in Mali - shortwave affected too. Less frequently than in the past, but still from time to time, shortwave enthusiasts can feel the pulse of world events. For example: In late March 2026, the shortwave broadcasts of Radio Mali and China Radio International in Kati became irregular and even stopped. A more recent example: In late April, programming at RadioMali sounded unfamiliar. The reason was a coor- dinated series of attacks by an Islamist militia and Tuareg rebels, who are otherwise enemies. Western governments have long been warning against travel to and within Mali. The Canadian Government called on its citizens to "Avoid all travel to Mali due to the threat of terrorism, kidnapping, banditry, and fuel shortages. If the security situation in Mali deteriorates, the ability of the Embassy of Canada to Mali, in Bamako, to provide consular services may be limited. [...] Since Sept. 2025, terrorist groups have intensified their attacks, tar- geting fuel tankers and setting up roadblocks on major supply routes. This blockade has led to severe fuel shortages, causing a reduction in essen- tial services, long lines at gas stations and transportation difficulties. The entire country, including Bamako, remains vulnerable to terrorist threats and the risk of kidnapping. [...] Power outages occur regularly across the country and can last more than 8 hours. [...] A state of emergency is currently in effect throughout Mali. Heightened security measures are in place, including random identity checks and roadblocks. Carry identification and follow the instructions of local authorities at all times." (via Ron Howard, wor April ?) The German Foreign Ministry had this regarding the events of late April 2026: "The Al-Qaeda-affiliated Islamist terrorist group Jama'at Nusrat al-Islam wal-Muslimin (JNIM) and the Front de liberation de l'Azawad (FLA) carried out an attack in the early hours of 25 April 2026 on Malian government units and facilities in Kati, Kidal, Gao, Bourem, Sevare/Mopti and a military base at Bamako International Airport. Western nationals or faci- lities were not targeted. The Malian authorities have announced that they have brought the situation under control. [...] In Kati, there have been sporadic exchanges of fire since 25 April 2026 as part of counter-terrorism operations. Counter-terrorism operations are also being carried out in the Bamako urban area. The security situation remains volatile." JNIM claimed responsibility for the attack on a major military base in Kati. In this attack, the Minister of Defence, Sadio Camara, his wife and other family members were killed. Fighting also broke out near the trans- mission facilities. On the evening of 26 April 2026, the Canadian DX expert Walter Salmaniw was far away, yet he could sense that something was going on. Radio Mali's shortwave frequency 5995 kHz was audible in North America, but with an unusual programme: English-language hit music. This was so unusual that he suspected the station was relaying 'some' satellite feed. The next day, everything was back to normal, though perhaps not entirely 'normal': African music and occasional station identifications as Radio Mali. The Spanish DX expert Manuel Mendez reported on 2 May 2026 that he noted the English-language segment, which is normally broadcast on Saturdays from about 18:50 to 19:05 UT on 5995 kHz, but unfortunately he did not mention any content. Since 2020, Mali has been under military rule. Back then the military junta justified the coup as benefitting the security situation in the country. The new regime broke ties with France and other Western partners and turned to Russia for military assistance. Its main supporter is now the Russian Africa Corps, the successor to the Wagner mercenary Group. It appears there was a lack of intelligence information or an inability to respond effectively to the variety of attacks. It is reported that on 1 May 2026, the Corps withdrew from the north, leaving two military bases and a great deal of equipment to the Tuareg rebels without any fight. Although no date for the closure was given in the announcement, the BBC says that "Before the service ends, listeners will receive at least two months' notice and daily on-air reminders will be broadcast to help listeners switch to other ways of listening." Why the LW service is closing The company that owns and operates the LW broadcast equipment has confirmed that the system is reaching the end of its life. As LW is an older broadcasting technology, recent years have seen a decline in listener numbers, with the majority now opting for FM and DAB digital platforms. Given these factors, investing in upgrading the LW equipment is not considered a cost-effective solution for licence fee- funded services. Supporting listeners through the change. To facilitate this transition away from LW and ensure it is as smooth as possible, we will be producing comprehensive guidance on alternative ways to listen through our website and helpline, outlining alternative methods for accessing BBC Radio 4 content. Information for users of RTS electricity meters. Some older electricity meters use a system called the Radio Teleswitching Service (RTS) that is carried within the LW signal. This service is run by the energy industry, not the BBC. If you need advice about replacing or upgrading an RTS meter, please contact your energy supplier or the rele- vant energy regulator. I would like to thank CIDX members Mickey Delmage and Gilles Letourneau who, together with me, co-hosted the Bob Brown Memorial Hospitality Suite on Zoom throughout the weekend, beginning with an ice-breaker Zoom on Thursday evening, followed by full days on Friday and Saturday, going well into the wee hours of Sunday morning. It was great to meet up with so many CIDX members. It also gave us the opportunity to meet up with members from other clubs such as NASWA, NRC and IRCA. Thanks go out to the "Fest- meisters" Richard Cuff and John Figliozzi, and their team of assistants, for putting together another excellent program of forums throughout the weekend. Of course, the event wrapped up on Saturday evening with the infamous broadcast of the 'Voice of Pancho Villa', heard this year on both FM and shortwave frequencies. If you managed to hear the broadcast, QSLs are available for a report by e-mail to Everyone is already talking about next year's special 40th anniversary of the SWL Festival. Big plans are already being discussed to mark the oc- casion. One theme being discussed is "Reflection- Looking back at the pre- vious 39". It should be a great event. Seeking to avoid interference issues, the Voice of Vietnam tested new fre- quencies in the 9 MHz range in late March 2026 for its 16:00-21:57 UTC broadcast block directed toward Europe and the Middle East — specifically 9730, 9840, and 9835 kHz. Ultimately, as of April 1, the station reverted — at least - for the time being — to its familiar frequencies, including those for the German service: 18:30-19:00 UTC: 9730, 11885 kHz 20:00-20:30 UTC: 9730, 11885 kHz The root cause of the issue was interference from ChinaRadio International (CRI) — interference that, however, did not affect the German broadcast. This situation was particularly vexing for the English & French editorial teams: For quite some time now, during the 19:00-20:00 UTC slot, CRI has been broadcasting nothing but Chinese music instead of its usual Portuguese - language editorial content. However, the use of 9840 kHz would have posed a problem for the German service, as the Voice of Turkey now broadcasts in German on this frequency starting at 18:00 UTC. On April 1, 2026 a revamped website was launched on- line. In a German-language announcement dated April 1, the station stated: "Through this new user interface, we are pleased to offer you new sections such as podcasts, e-magazines, and infographics. This change will not affect the content, the quality of the information provided, or the exist- ing sections. All data, articles, and features remain intact and will con- tinue to be fully and promptly updated for the new user interface." On April 3, 2026, the French editorial team sent out an email asking for patience should any unexpected technical glitches arise. An example: initially did not lead to the German-language site, but rather to the English-language landing page. Since April 1, 2026, the Voice of Vietnam has served as an organ of the Central Committee of the Communist Party of Vietnam. During the second plenary session of the 14th Central Committee (March 23-25, 2026), the Central Committee resolved to transfer five state institutions to its direct control: television and radio broadcasting, the Vietnam News Agency, as well as the Academies of Social Sciences and of Technology. This also implies that the Voice of Vietnam's inter- national broadcasts are to be understood as the direct voice of the CPV. It "operates under the direct and regular leadership of the Politburo and the CPV Secretariat," according to a report by the German-language edito- rial department. At a conference held on April 2, 2026, the Voice of Vietnam disseminated Politburo Decision No.16 regarding its functions and duties. "Accordingly, VOV is the national radio broadcaster and the leading multimedia and mul- tilingual media agency of the Party and the State. During the conference, the Politburo's decision was announced to appoint Do Tien Sy — a member of the CPV Central Committee—concurrently as Director General of the Voice of Vietnam and as Deputy Head of the CPV Commission for Information and Education."
