Collectively, this resulted in a total dis- connection at 4:30 p.m. Since then, protocols have been activated to restore the system following this latest outage, which occurs against the backdrop of the most chal- lenging circumstances seen in recent times. According to UNE reports, 11 of the country's 16 thermoelectric generation units were offline due to breakdowns or maintenance, while distributed generation (diesel and fuel oil engines) remains virtually at a standstill due to fuel shortages. 12:38 p.m. The system is interconnected from Santa Clara to Holguin. The eastern region is preparing for recovery through the integration of Unit 3 at the Rente plant into the system. The startup of Unit 1 at the Felton plant is set to begin in the coming hours. Despite existing fuel limitations, priority is being given to services at vital centers across the country. 10:53 a.m. Two substations have been successfully linked, and work is underway to begin starting up other units in the coming hours. As part of the SEN recovery process, the 220 kV substations at Santa Cruz and Mariel have been linked. Startup procedures are beginning for Unit 5 at the Mariel Thermoelectric Power Plant (CTE) and Unit 1 at the Ernesto Guevara CTE. Block 6 of the 10 de Octubre CTE in Nuevitas is synchronized and ramping up load within a microsystem serving the central-eastern zone. Operations are continuing to reach the Felton and Rente CTEs and initiate the startup of additional units in the coming hours. 7:32 a.m. Microsystems exist in every province of the country. Microsystems have been established in every province to ensure vital services, the Electric Union (UNE) reported on social media this Saturday. A voltage collapse occurred in the western region's microsystem during the early morning hours. The priority is to bring the generation units at Energas Boca de Jaruco back online in order to begin the startup process for the Maximo Gomez, Ernesto Guevara De La Serna, Antonio Guiteras, Carlos Manuel de Cespedes, and Diez de Octubre thermal power plants. Once the grid reaches the eastern part of the country, generation from the Lidio Ramon Perez (Felton) and Antonio Maceo thermal power plants will be brought online. Electrical workers have been working intensively throughout the night and early morning to restore service as soon as possible, the UNE con- cluded. 7:00 a.m. Over 100,000 customers in Havana have electricity. The Havana Electric Company reported on social media that the following have been restored: Substations: 20 36 distribution circuits benefiting 108,608 customers (100.8 MW), representing 12.6% of the city. Vital health services: 31 (hospitals). Water supply: 1st and 2nd pumping stages. Distributed Generation 106 distributed generation plants are out of service due to fuel shortages. The Patana de Regla, Patana de Melones, Mariel Fuel Plant, and MoaFuel Plant are out of service. Following the recent suspension of Voice of America (VOA) shortwave and medium-wave (AM) transmitters, the U.S. Agency for Global Media (USAGM) is orchestrating a gradual return to the airwaves. Starting next week, USAGM will begin testing shortwave transmissions from the historic Lampertheim site in Hesse, Germany, which formerly served as a primary broadcasting node for Radio Free Europe and Radio Liberty (RFE / RL). This reactivation indicates that USAGM is working to restore its global broadcast capacity after surviving a period of severe operational cuts and the near-abandonment of its legacy transmission centres. Lampertheim joins a growing list of international USAGM transmitting sta- tions seeing renewed activity, including sites in Marathon (Florida), Greenville (North Carolina), Kuwait, the Philippines, Botswana, and Thai- land. The permanent commissioning of these shortwave sites will depend heavily on the results of ongoing signal testing. The Lampertheim reactivation may ultimately serve as a temporary measure while USAGM awaits the comple- tion of a major transmitter installation and upgrade project currently underway at the Kuwait Transmitting Station. Built in the early 1950s during the height of the Cold War, the Lampert- heim site was an RF (radio frequency) powerhouse, ruling the airwaves with eight massive 100 kW shortwave transmitters designed to pierce the Iron Curtain. Following the corporate merger of RFE and RL in 1976, the station broadcasted both services simultaneously. In 1995, under the newly formed Broadcasting Board of Governors (BBG the predecessor to USAGM the station became a consolidated hub for American international broadcasting. The fall of the Soviet Union and the subsequent independence of Eastern European satellite states drastically altered the station's mission. The target areas for Lampertheim's massive curtain antennas were no longer geopolitical priorities, and direct shortwave programming was shrunk to almost nothing. Instead, Lampertheim's primary mission shifted toward technical, admini- strative, and logistical support. It became a vital satellite uplink and distribution gateway, beaming TV and radio programming to relay stations across Europe, Asia, and the Middle East. It also functioned as the re- mote-control nerve centre for USAGM's global network of transmitters, which included the medium-wave transmitter in Cape Greco, Cyprus (install- ed at the former RMC Middle East Transmitter Centre), the strategic relay station in Djibouti, the massive 1,000 kW medium-wave transmitter in Orzu, southern Tajikistan, and, Technical oversight for nearly a hundred USAGM- affiliated FM transmitters globally. During the wars in Afghanistan and Iraq, Lampertheim saw a brief resur- gence in direct broadcasting as antennas were reconfigured to target the Persian Gulf and Southwest Asia, filling coverage gaps left by the Kuwait transmitters. Today, radio enthusiasts and DXers can track the ongoing progress of USAGM's shortwave broadcasts by consulting the HFCC A26 (Summer 2026) seasonal schedules here: HFCC A26 Schedule: (Tomas David Hood, WRTH F_B Page; via Latest News from the SW Bands; Australian DXN July, p#6 - 7; via Craig Seager-NSW-AUS VK2HBT) GERMANY SE-TA 2 brings Rock'n Roll to Europasender Waldheim transmitter on 6 July. 6195 kHz 0900-1400 UT to ITU zones #27, 28 WAL 2kW non-dir ITU ant #700 N = DRM mode Deu D ST2 FNA request #383 (hfcc.org database A26) SE-TA2 Brings Rock'n Roll to 'Europasender Waldheim' transmitter on 6 July On 6 July, the Europasender Waldheim transmitter will relay a DRM short- wave music programme from Germany for Europe. (gh, wor July 2) SE-TA 2 Brings Rock'n Roll to Europasender Waldheim transmitter on 6 July. About Europasender Waldheim. Europasender Waldheim (ESW) is a not-for-profit minded Digital Radio Mondiale (DRM) broadcast station based in Waldheim, Germany - from Germany, for Europe, across Europe. {registered max. with 2 kW, ed.} The station broadcasts relayed programming via DRM on shortwave and pro- vides space for diverse programmes, relays and innovative content formats that highlight the rich DRM feature set. ESW operates on 6195 kHz with a transmission power of approximately 200 W ERP. ESW uses a halfwave angled dipole antenna in inverted vee configuration, built by SAT-Service Schneider, with final feed and current node at the tower top. The antenna is tuned using an L-section in high-pass configu- ration, achieving antenna impedance matching with reflection better than -25dB under all weather conditions. Broadcasts use DRM with xHE-AAC audio, Journaline and Fraunhofer DRM Con- tentServer technology to deliver best possible quality, resilient services and further features over long distances. The station is supported by SAT-Service Schneider, the DRM Consortium and Fraunhofer IIS. A_I: Realistic Assessment: xHE-AAC is technically very good, but it is not a magic bullet. With such low transmit power and typical shortwave conditions (fading, noise, inter- ference), the results are often significantly limited: Under good condi- tions (strong signal, SDR with a good antenna): Yes, you get decent mono or narrow stereo sound—better than the old HE-AAC at the same bitrate. Under typical/poor conditions: The sound often remains "intelligible, but not pleasant." The codec handles errors relatively well, but at very low bitrates (such as the likely 10-15 kbps from the Waldheim transmitter) and with a weak signal, the sound quickly becomes muffled, washed out, or me- tallic. The marketing language from Fraunhofer and the DRM Consortium naturally emphasizes the best lab and theoretical values ("FM quality", "transpa- rent at 24 kbps and above," etc.). In practice, on shortwave with 200 watts, the results are often more sobering. Comparison with other codecs: Opus would often be subjectively clearer and more robust at the same bitrate (especially for speech), but the DRM standard specifies xHE-AAC. That's why we're sticking with it. (Glenn Hauser-OK-USA via wor /Roger Thauer-D, July 2) GUAM Perhaps we should check whether the typhoon affected KSDA AWR Agat Facpi Point Guam. Hi Glenn - Thanks to Hiroshi and Roger for the tip about the "Shiokaze Frequency Change" yesterday June 24 ! The "Shiokaze" broadcast that switched frequencies yesterday is coming in strongly at 13:00 UT on 6070 kHz; there is absolutely no interference. Wednesday the 24th features English-language broadcasts in both the first and second halves of the program. The 14:05 broadcast on 5920 kHz is also strong, with no interference. This time slot includes "Shiokaze" announcements at the beginning and end, and the program features "Furusato no Kaze" (Wind of the Hometown), which ori- ginally aired last week at 13:30. It includes remarks by Prime Minister Takaichi from the "National Rally to Realize the Immediate, Mass Return of All Abductees While Their Parents Are Still Alive",held in Tokyo on May 30th and organized by groups such as the Association of the Families of Victims Kidnapped by North Korea, the National Association for the Rescue of Japanese Kidnapped by North Korea, and the Parliamentary League on the Abduction Issue. The nostalgic Japanese song featured is "Omoide no Album" (Album of Memo- ries). The "Song of the Week" is the 1971 hit "Ame no Midosuji" (Rainy Midosuji) by Ouyang Feifei. The Japanese government-produced programs airing in the 13:00 hour—broad- cast in both Korean and Japanese—are coming in clearly on all frequencies, with no impact from jamming. The same program airs daily during this time slot. The 14:30 broadcast of "Furusato no Kaze" is being transmitted on two fre- quencies: 9685 kHz and 9705 kHz. The signal from the Taiwan transmitter is strong during this time as well, and no jamming has been detected on either frequency ... On June 24, I logged Shiokaze's move to 6070 kHz (first reported by Hiroshi on June 23) and I observed "For a while now,Shiokaze has been using just a single frequency, after many years it was aired on two different frequencies at the same time." Now today I suddenly found they are broadcasting again on TWO frequencies. (Ron Howard-Monterey-CA-USA, wor July 2) Re: Shiokaze / Sea Breeze / JSR at 1300 UT, again with TWO frequencies. Now today I suddenly found they are broadcasting again on TWO frequencies. yesterday: A week has passed, and "Shiokaze" has changed its frequencies again. NHK World's Japanese-language broadcasts for the Middle East have been scaled back, and "Shiokaze" is bearing the brunt of this impact. It appears they've reverted from the single-channel broadcast that was in effect until yesterday back to a two-channel setup. I thought they might have added a new channel, but that's not the case—they've changed all the frequencies. On the 1st, the signal from Yatsumata was extremely strong, with 6040 and 6165 kHz coming in very clearly. There was absolutely no interference from Chinese stations broadcasting on both frequencies. On Wednesday, both the first and second halves of the day feature English broadcasts. JSR Shiokaze, July 1, 2026 ~ 1300-1400 6040, 6165 1405-1435 6090, 7295 1600-1700 7215 1705-1805 5980 1950-2050 6175 today: "Shiokaze," which changed frequencies yesterday, is broadcasting without any jamming, and reception is good. It is broadcasting continuously on the previous frequency. The 1300s are now being broadcast on two channels. On Thursdays, both the first and second halves of the day feature Korean- language broadcasts. "Shiokaze" at 14.05 UT is also broadcasting on two channels. During this time slot, there are "Shiokaze"announcements at the beginning and end, and the program being aired is "Furusato no Kaze", produced by the Japanese government, which was broadcast last week at 13.30 UT. The Japanese government-produced programs "Nippon no Kaze" and "Furusato no Kaze" in the 1300s are being broadcast on three channels. The signal at 15475 kHz is slightly weak but clear. There is almost no jamming on the Taiwanese transmission channels. The same programs are aired every day during this time slot. U.S. Military Radio Station AFN Sasebo Moves to FM, Expanding Its Coverage 2026/July/04. If you tune in to FM radio in Sasebo City, you'll find a station playing American music and English-language programming. It's AFN Sasebo, a radio service for U.S. military personnel and civilian employees working at U.S. Fleet Activities Sasebo. Last June, the station transitioned from AM to FM broadcasting. It is only the second AFN station in Japan to broadcast on FM after Okinawa, marking the first new AFN FM service in Japan in about 70 years. The station has also become a bridge between the American and Japanese communities through its broadcasts. The American Forces Network (AFN) is the U.S. military's television and radio service for personnel stationed overseas. In Japan, AFN operates stations in Sasebo, Misawa, Tokyo, Iwakuni, and Okinawa. The Sasebo sta- tion includes its own radio booth and production studio on the base. AFN Sasebo broadcasts from 6:00 to 10:00 a.m. and 2:00 to 6:00 p.m. Its programming includes the latest U.S. Top 40 hits, military news and event information, traffic updates for Kyushu, exchange rates, weather forecasts, and commentary on current events selected by its DJs. According to Jack Pridham, the station's radio manager and DJ, the sta- tion also provides information about local community news, such as new parks, as well as practical advice like preparing for approaching typhoons. Guided by the concept of helping listeners "be good citizens," the station also explains everyday topics such as garbage disposal rules and Japan's new bicycle traffic citation system introduced this April, helping Ameri- can residents adapt to life in Japan. AFN was formerly known as the Far East Network (FEN) and had broadcast on AM for many years. In 2014, however, the station's AM antenna at Sasebo was damaged, leaving internet streaming as the only way to listen. This prompted discussions about switching to FM. With the involvement of the Japanese government, more than ten years of coordination and a three- month trial period eventually led to the launch of the FM service. Although FM generally has a smaller coverage area than AM, it offers higher audio quality and better indoor reception. According to the U.S.mi- litary newspaper 'Stars and Stripes', AFN Sasebo's AM signal had become so weak that it barely reached nearby residential areas, whereas the new FM service has significantly expanded the station's coverage. The FM system is also expected to reduce long-term operating costs, and AFN plans to use Sasebo as a model for expanding FM broadcasting to other locations. Since the days of FEN, the station has been popular among local residents in Sasebo. Following the FM launch, many Japanese listeners contacted the station with questions. Pridham said he has also received feedback from Japanese listeners. "I always assumed our listeners were only Americans, so it was a little embarrassing—but also very gratifying. I hope people in Sasebo will enjoy listening for whatever reason they like, whether it's American music or improving their English." AFN Sasebo broadcasts on 93.1 MHz FM and is also available through the AFN Go website and mobile app. Source (in Japanese): (Akiyoshi Teraoka, Fukuoka-JP, wor July 6) KOREA D.P.R. of {North Korea} 13760.48 kHz {much odd frq * } Voice of Korea via Kujang tx site, 13.38 UT on June 26. Much of the web structure still includes references to RNZI, almost like an aka. The following is the schedule through October 24, 2026: 0000-0458 UT 17675 kHz (usually listenable in most of the US, especially after 0100 UTC). 0559-0658 UT 13690 kHz (still strong out to the east coast, but signifi- cant ham-related QRM there and the midwest. There is cleaner listening in the western US states). {?? ham QRM on 13 MHz band?? gh} 0659-1058 UT 9700 kHz (this can be noisy at times for North American listeners). 1059-1358 UT 7245 kHz (weekdays this is technically local to Solomon Is- lands and PNG, with wider coverage on weekends, but still fairly strong in at least western US. Further east, you'll probably need a web SDR to avoid significant ham-related QRM. 1359-1651 UT 7440 kHz (significant QRM at times for North Americans, most usable near the US west coast and Hawaii, rapidly weaker and noisier going east). 1651-1758 UT 6135 kHz. Sunday-Friday, there is also a DRM transmission on 7425 kHz. Somewhat usable in Hawaii, the US mainland, not so much most of the time. The earlier start time is usually filled with a musical inter- lude of some sort. 1759-1858 UT 9700 kHz. There is also a DRM transmission on 7425 kHz. Usually not that useful east of Hawaii. 1859-1958 UT 11725 kHz, there is also a DRM transmission on 9780kHz. Noisy but usually audible in the western US. Better with remote SDRs in Hawaii or south Pacific. 1959-2058 UT 15720 (Sun-Fri there is also a DRM transmission of 13840 kHz) Local Pacific service Sun-Fri (you might need a Pacific SDR), wider cove- rage may be possible Saturdays. 2059-2359 UT 17675 kHz. During this period, the signal starts to cover the US well, beginning in the western states while faint in the midwest and then gradually improving over the next three hours. I can't speak to the usability of the DRM transmissions in North America. As I am typing this specific paragraph, it is 0430 UT, Monday the 21st. The signal is booming all the way to Pennsylvania, and I am listening to a wonderful special feature, Postcards From Persia, with some excellent Iranian popular singers. The hour ended with an instrumental ska song. This is of course a relay of RNZ National, which much of the weekly schedule carries. The previous hour, I listened to some radio drama (who still does THAT? Huzzah!) interwoven with a program called Culture 101. I started this piece intending to highlight some favorite programs, but with deep listening, I discovered that there wasn't anything in the English language programming that I DIDN'T find interesting. As someone who was a working musician when he was younger, one of the most striking things about the musical selections is that if you are listening to RNZs general programming (as opposed to one of their focus- ed programs like Nashville Babylon), you are likely to be exposed to a little bit of everything and anything without warning towards the end of an hour - jazz, ska / reggae (reggae has influenced some Pacific Island music by the way), classical, r & b, country and western, rock and be- yond - all of it high quality. One thing that deters me from calling out more specific programs is that the one-off features are wonderful enough to justify the surprise. I WILL note that one of the flagship music programs, Saturday Night, featured the complete Alice's Restaurant track by Arlo Guthrie, something that you ra- rely hear on the radio due to the length, a couple of weeks back. 'RNZ Pacific' does produce some content geared specifically for the region (Cook Islands, Samoa, Fiji, Vanuatu, Tonga, PNG, Marshall Islands and be- yond), and this is noteworthy for its coverage of an area where North American media suffers from severe myopia. Pacific Waves airs daily with news and current events; a weekly magazine with features and Pacific music, Tagata o te Moana, airs Saturdays with repeats throughout the week. In a typical day,'RNZ Pacific' has news bulletins in several different Pa- cific languages as well as French. There is also some news coverage of Australia even in RNZ National's news offerings. For those who miss the Beeb and don't mind the hour, 'RNZ National' does carry Newsday at 0600 UTC. It also carries the ABC's (Australia) Wantok program throughout the week. RNZ Pacific's full program grid is at but be advised that these fairly generic program titles often obscure a cornucopia of pleasant surprises. My advice is just tune in and lsten now and then - sooner or later, you'll bump into something that gets you hook- ed. Some fun factoids: It's pronounced "R N Zed" on air, occasionally during the week, there is an announcement about how listeners can lodge a com- plaint about standards, and the bird used at the beginning and end for frequency changes is the New Zealand bellbird, known variously by the Maori as korimako, makomako and kamako. THIS is what shortwave CAN be in the hands of countries that actually still care about reaching beyond their borders. It almost has me over my years-long mourning period over the loss of RCI and the Beeb of yore. (Vy 73+55, Bernd Seiser-D, July 5) Re: TWN Tamsui SW test 15145 kHz Sat July 4th 17.00-17.30 UT. There were 220 editions of the program, transmitted each weekend from the Edward R. Murrow transmitting station. The audio tones that comprised the bulk of each 30-minute program were transmitted via an analog transmitter and could be decoded using a basic AM shortwave receiver with freely downloadable software of the Fldigi family. This software was available for Windows, macOS, Linux, and FreeBSD systems. Broadcasts could also be decoded using the free TIVAR app from the Google Play Store using any Android device. The mode used most often on VOA Radiogram, for both text and images, was MFSK32, but other modes were also occasionally transmitted. The final edition of VOA Radiogram was transmitted during the weekend of June 17-18, 2017, a week before the retirement of the program producer from VOA. An offer to continue the broadcasts on a contract basis was declined, so a follow-on show called Shortwave Radiogram began transmission on June 25, 2017, from the WRMI transmitting site in Okeechobee, Florida. (Roger Thauer-D, wor iogr July 10) USA WRMI: WYFR engineered for economy. Regarding the WRMI antenna and transmitter situation: I strongly suspect that the multiplicity of transmitters and the layout of the antenna system of WRMI was determined by economy. When the site was constructed under Harold Camping's direction the use of a single directly connected antenna for each transmitter eliminated the requirement for a very complex and expensive switch bay. Operating trans- mitters on a single frequency reduces maintenance costs over time as well. Camping was a civil engineer (BSCE from U.C. Berkeley) and very thoughtful on engineering matters, and most of the antennas and transmitters at what is now WRMI were from "kits" upplied by Continental Electronics and copies of TCI antenna designs. So thrift was very important. I also seem to remember that Harold had made a deal with Florida Power and Light to obtain AC on a secondary interrup- tible basis to obtain a low rate. We did a bit of work for Harold, and I can attest that he was a very thoughtful and thorough (and thrifty!) engineer. Ben (Benj. F. Radio Free Europe / Radio Liberty (RFE/RL) President and CEO Stephen Capus has announced his resignation, effective September 15, 2026. Mr. Capus has led RFE/RL since January 1, 2024. "It has been the honour {sic} of a lifetime to serve in this role, leading one of the world's most important journalistic organizations. I am deeply grateful to our journalists and staff for their commitment, professiona- lism, and steadfastness under immense pressure. At a time when America's adversaries spend billions trying to control the information space, I wel- come the intent of both Congress and the Executive Branch to support an organization that has fought successfully on the information battlefield for 75 years," Capus said. As part of an orderly transition, RFE / RL's Board of Directors has named Lisa Curtis as Capus's successor. Ms. Curtis most recently served as a Senior Fellow and Director of the Indo-Pacific Security Program at the Centre for a New American Security. A national security expert with 35 years of experience on U.S. policy toward the Indo-Pacific region, Curtis served for over 20 years in the U.S. government, including at the CIA, the Department of State, Congress, and the National Security Coun- cil, where she was Deputy Assistant to the President and NSC Senior Di- rector for South and Central Asia during the first Trump administration. "The company has been very fortunate to have someone with Steve's exten- sive experience in the news business at the helm. His determined leader- ship has guided RFE/RL through an uncertain period. RFE/RL is well posi- tioned to meet the challenges of a tumultuous media and geopolitical environment. It will be a privilege to lead this extraordinary American institution, as we extend our unique contribution to press freedom and uncensored journalism that fosters democratic societies," said Curtis. Ms. Curtis served as a Member of the RFE/RL Board of Directors from Sep- tember 2022 and as its chair from July 2024. Curtis resigned from the RFE / RL Board on June 6, 2026. Stephen Rademaker, a Board member since July 2025, succeeds Curtis as Chairperson. Mr. Rademaker is Senior of Counsel at the Washington, D.C. law firm of Covington & Burling, and an Adjunct Professor at Georgetown University, where he teaches at the graduate level on U.S. sanctions policy.
